How often should fire dampers be tested?

The short answer

At least once a year. BS 9999:2017 recommends that all fire dampers are tested by a competent person when installed and at least annually, and more often where the air is dusty or polluted.

Medium confidence: treat these intervals with care

Authoritative sources disagree: older government-hosted guidance and a 2024 fire service log book allow two years for fusible link dampers; BESA and NHS guidance say annual.

The law

Article 17 of the Regulatory Reform (Fire Safety) Order 2005 requires fire dampers that form part of a building's fire precautions to be kept under a suitable system of maintenance and in efficient working order. The Order sets no test interval.

The standard

BS 9999:2017 (fire safety in the design, management and use of buildings). BESA's DW145 and VH001 give industry guidance on installing and maintaining dampers.

Records to keep

  • Damper asset register showing the location and type of each damper
  • Annual test report with before, during and after photographs of each damper
  • List of dampers that could not be accessed, with the remedial plan
  • Records of repairs and replacements

Notes

Sources differ. The 2011 guide to purpose-built blocks of flats, repeated in a 2024 fire service log book, allows two years between tests for dampers operated by fusible links and one year for spring-operated dampers.

BESA states that BS 9999:2017 recommends at least annual testing for all fire dampers, and NHS guidance says the same for healthcare. This dataset shows the annual figure because it reflects the current edition of the standard. The annual test is a British Standard recommendation, not an explicit legal requirement.

Questions people ask

Fire and smoke dampers: is the interval set in law?

No task on this page has an interval set in legislation. Each one is recommended by a British Standard or by guidance. Article 17 of the Regulatory Reform (Fire Safety) Order 2005 requires fire dampers that form part of a building's fire precautions to be kept under a suitable system of maintenance and in efficient working order. The Order sets no test interval.

Fire and smoke dampers: who should carry out each task?

Competent fire damper specialist: test every fire and smoke damper (drop test or actuation), clean and lubricate, and record with photographs; more frequent testing of dampers in dust-laden or polluted airstreams. Competent person under the healthcare ventilation regime: test all fire and smoke dampers as part of the annual verification of ventilation systems.

Fire and smoke dampers: what records should you keep?

Keep these records: damper asset register showing the location and type of each damper; annual test report with before, during and after photographs of each damper; list of dampers that could not be accessed, with the remedial plan; records of repairs and replacements.

Fire and smoke dampers: which tasks have no fixed interval?

More frequent testing of dampers in dust-laden or polluted airstreams: more often than annually, at a period suited to the degree of pollution.
